Overview
We delivered specialist fuel tank cleaning, inspection, and fuel management services for the UK’s leading energy port in Milford Haven. The port is continuously improving and expanding its infrastructure to support critical national energy operations, and this project formed part of those ongoing investment and maintenance activities.
Due to the asset’s operational importance, there was zero tolerance for unplanned downtime, requiring careful planning, strong site control, and clear communication throughout.
All works were delivered by BMS Group OFTEC and CompEx-qualified engineers, demonstrating our capability to undertake complex fuel infrastructure projects in high-risk, operational environments.
Scope of Works
The project involved a complete end-to-end fuel tank service, including:
- Uplift of all fuel from the existing tank using an ADR-compliant vacuum tanker
- Internal above-ground tank cleaning to remove accumulated debris and diesel bug contamination
- Internal inspection of both the tank and the bund in accordance with EEMUA standards
- Full fuel polishing and controlled transfer of fuel back into the tank
- Replacement of tank lid gaskets and completion of all lid installation works
- Recommissioning of fuel pumps
- Issue of a detailed post-works report confirming tank condition, fitness for continued service, and recommendations for best practice fuel management
- Key Challenges
Operational Criticality: The tank formed part of an essential fuel supply chain, with no tolerance for extended downtime.
- Site Constraints: The quayside location created restricted access, particularly for HIAB equipment and lifting operations.
- Environmental Conditions: An afternoon storm event required continuous monitoring and flexible planning to identify safe working windows.
Our Approach
To manage risk and maintain operational continuity, we implemented a tightly controlled delivery strategy:
- Detailed pre-planning and sequencing of all activities
- Strong on-site management and supervision throughout the works
- Clear and consistent communication with the client and all stakeholders
- Careful coordination of plant movements and operations in line with site and weather conditions
- Proactive decision-making to ensure safety without impacting programme delivery
Outcome
- All works were completed safely and in full accordance with EMUA standards
- Fuel quality was restored through fuel polishing and tank cleaning
- Downtime was minimised despite challenging access conditions and adverse weather
- The client received a detailed inspection report with practical recommendations to extend the service life of the tank and maintain the highest fuel quality
Value to the Client
This project demonstrates our ability to deliver technically robust fuel tank services for the UK’s most critical energy infrastructure. Through strong site management, specialist expertise, and clear communication, we provided assurance, compliance, and operational continuity for a key port asset.
